Plastic tool box purchased from Northern Tools in Cary, NC for $4.99. Size is 16'' wide x 8'' high x 9'' deep.
Bolted to rack with 1'' #10 bolts and big fender washers. Total price: around $6.00.
Great for packing extra tools, emergency rain gear, and a day's ride of maps and sandwiches. Taken it off road and over jumps. Seems to be rugged enough and I ususally wrap a bungie cord around for extra safety. Will probably replace hinge pins with something a little more sturdy, which may add another $1.00 to the total cost.

Rubbermaid "Action Packer" from WalMart . Price: $14.99 plus five dollars for 1'' wide steel bar and six bolts and hardware to mount it. This is cheap, durable and holds a lot of stuff. No hinge on the top but the latches work pretty easily and are sturdy.

My next modification will be to mount the box in such a way that I can easily slide it forward and backward a few inches to make room for soft luggage between the box and myself as needed.
